Handling Dialogue

One thing I've always struggled with in a story is handling the dialogue between two or more people when there's not much going on in the way of activity (example: sitting at a table). I can get the dialogue out but it always ends up looking more like bullet points, or something out of a transcript than actually being a part of the story itself. Tags and action that I add later are where I consistently feel like I fubar things and I end up second-guessing myself.

So my question to the writers on my flist is, how do you handle scenes like that?
